Just today Hawaii legislature made a bill, SB3381, to take all of west Maui by eminent domain. Per the Fifth Amendment a gov't can do this "for public use with just compensation." However the compo will be in bonds that take ten years to pay. This land grab required a massive fire and deaths of 97 peeps.
