I say British because it was the European and British colonial powers that established the public-private partnerships with the first true multinational corporations, like the East India Company, which were empowered to go out and wage war on the world and colonize and run nations - which is why our police forces are so brutal, dishonest and corrupt and work for big capitalism over the people. The Crown on their sleeves is no doubt a symbol for the City of London Corporation where I believe the true power really lies, well at least for Britain. I have read a lot, the cut-out decoys are the front people like WEF and Soros they are designed to distract the public from the real masterminds.
